The release the right trigger to throw and hold left to keep your target on the line. tackling them with rope equipped wont do anything. gotta hold L2, then aim, press R2 to throw the rope on them. the rope should go around them. now keep holding L2, and walk closer to them, then the popup to hogtie them should appear. I was playing with a friend (they on keyboard and mouse and myself on controller) and while doing a story mission, we discovered that not only was myself and my friend's aim often off with targeting the lasso, my friend consistently missed with the lasso and what was worse was that when they could lasso someone, no prompt of any kind came up to hogtie.
